In 1609, Henry Hudson, who worked for the Dutch East India Company, sailed up the river that now bears his name and went as far as Albany. Five years later, a permanent settlement was established at what is now New York, but it was originally called New Amsterdam by the Dutch governors. One of them, Peter Minuit, was said to have bought Manhattan Island from the Indians in exchange for beads, buttons, and trinkets. In 1664, Great Britain's Duke of York sent a fleet that quietly seized the settlement from the Dutch without bloodshed and rechristened the colony in honor of the duke.
Control of New York passed to the young U.S. at the end of the Revolutionary War, and George Washington was inaugurated president in New York's old City Hall. Congress met in New York from 1785 to 1790.

After yesterday's wretched timing (posting my Don't Compromise song parody mere hours before the Senate "moderates" announced their compromise deal) I have to redeem myself with some fresh lyrics. On Aug. 22, 1978, Congress passed a proposed constitutional amendment to give Washington, DC, voting representation in the Congress. The amendment had to be ratified by at least 38 state legislatures within seven years to become effective. It died in 1985. A petition asking for the district's admission to the Union as the 51st state was filed in Congress on Sept. 9, 1983, and new statehood bills were introduced in 1993. The district is continuing this drive for statehood.

DC history began in 1790 when Congress directed selection of a new capital site, 100 sq mi, along the Potomac. When the site was determined, it included 30.75 sq mi on the Virginia side of the river. In 1846, however, Congress returned that area to Virginia, leaving the 68.25 sq mi ceded by Maryland in 1788. The seat of government was transferred from Philadelphia to Washington on Dec. 1, 1800, and President John Adams became the first resident in the White House.

When Christopher Columbus arrived there in 1493, the island was inhabited by the peaceful Arawak Indians, who were being challenged by the warlike Carib Indians. Puerto Rico remained economically undeveloped until 1830, when sugarcane, coffee, and tobacco plantations were gradually developed. After Puerto Ricans began to press for independence, Spain granted the island broad powers of self-government in 1897. But during the Spanish-American War of 1898 American troops invaded the island and Spain ceded it to the U.S. Since then, Puerto Rico has remained an unincorporated U.S. territory. Its people were granted American citizenship under the Jones Act in 1917; were permitted to elect their own governor, beginning in 1948; and now fully administer their internal affairs under a constitution approved by the U.S. Congress in 1952. In spite of broad popular support for the autonomy of the Commonwealth government and a rapidly modernizing industrial society, there were expressions of dissatisfaction. Puerto Rican extremists dramatized their desire for independence with an attempt to assassinate President Truman on Nov. 1, 1950, and on March 1, 1954, they wounded five congressmen in an attack on the U.S. Capitol.

Puerto Rico's governor is elected directly for a four-year term. A bicameral legislature consists of a 27-member Senate and a 51-member House of Representatives, all elected for four-year terms. From 1940 to 1968, Puerto Rican politics was dominated by a party advocating voluntary association with the U.S. Since then, the New Progressive Party, a party favoring U.S. statehood, has won five of the last eight gubernatorial elections. Puerto Ricans have twice voted to determine their political status. In 1967, the outcome was Commonwealth 60%; statehood 39%; independence 1%. In 1993, Commonwealth dropped to 48.6%; statehood rose to 46.3%; independence polled 4.4%; and 0.6% of the ballots were blank or spoiled.

Palmyra Atoll is an incorporated territory of the U.S. and privately owned. The atoll has a total area of 4.6 sq mi (11.9 sq km) and is located in the North Pacific Ocean, 994 mi (1,600 km) southwest of Honolulu. Navassa Island is located in the Caribbean Sea, 99.4 mi (160 km) south of the U.S. naval base at Guantanamo, Cuba, between Cuba, Haiti, and Jamaica. The island has a total area of 2.01 sq mi (5.2 sq km). It was claimed for the U.S. under the Guano Act in 1857. The Navassa Phosphate Company mined the island until 1900, enlisting hundreds of freed American slaves to dig out several tons of guano. Working conditions were so brutal that the laborers finally revolted in 1889, killing their supervisors. The island is also claimed by Haiti. Source: Time Almanac 2005.

Kingman Reef, located about 1,000 mi south of Hawaii, was discovered by Capt. E. Fanning in 1798, but named for Capt. W. E. Kingman, who rediscovered it in 1853. Triangular in shape, it is about 9.5 mi long. A U.S. possession since 1922, Kingman Reef is a Naval Defensive Sea Area and Airspace Reservation, and is closed to the public. These Pacific islands were claimed by the United States under the Guano Act of 1856 on May 13, 1936. Guano, composed of phosphates, was used as fertilizer in the 19th century, and its collection was highly lucrative. Through the Guano Act the U.S. gained 79 tiny territories around the world; it still controls eight of them. Baker Island is an atoll with an area of approximately one square mile about 1,650 mi from Hawaii. Howland Island, 36 mi to the northwest, is 1 mile long and half a mile wide. On their round-the-world flight in 1937, Amelia Earhart and Fred J. Noonan were headed for Howland when they disappeared. Jarvis Island is several hundred miles to the east. Johnston is a coral atoll about 700 mi southwest of Hawaii. It consists of four small islands-------------Johnston Island, Sand Island, Hikina Island, and Akau Island-------------which lie on a 9-mile-long reef. The atoll was discovered by Capt. Charles James Johnston of HMS Cornwallis in 1807. In 1858 it was claimed by Hawaii, and later became a U.S. possession. Johnston Atoll was used by the U.S. Air Force to conduct test launchings of nuclear missiles and contains a landfill of plutonium-contaminated waste. More than 4 million pounds of chemical weapons have been destroyed on Johnston since 1990, and the U.S. military had been fined several times since then for improperly handing VX and sarin gas and releasing the deadly substances on the atoll. The military is gradually departing and the atoll will be turned into a wildlife refuge. However, the U.S. Fish and Wildlife Service, the atoll's inheritor, is concerned about the possibility of eventual radioactive leakage. Source: Time Almanac 2005.

Wake Island, about halfway between Midway and Guam, is an atoll consisting of the three islets of Wilkes, Peale, and Wake. They were discovered by the British in 1796 and annexed by the U.S. in 1899. In 1938, Pan American Airways established a seaplane base, and Wake Island was used as a commercial base for several years. On Dec. 8, 1941, it was attacked by the Japanese, who finally took possession on Dec. 23. It was surrendered by the Japanese on Sept. 4, 1945. Source: Time Almanac 2005.
